Minutes of Special Meeting

I.

The Special Meeting was called to order at 5:08 p.m.

President Linda Richardson presided.

 

 

 

II.

Public Comment on all matters appearing on the Special Meeting Agenda Session.

 

 

 

1) LaWanna Preston, SEIU – Local 790, commented that she can live with Commission’s Proposal but requests the Civil Service Commission review after six (6) months, at a public hearing.

 

2) Tim Paulson, San Francisco Labor Council, stated he agreed with LaWanna Preston, also wants employees to advance based on merit, and thanked the Commission for listening and their patience.

 

 

III.

Civil Service Reform - Position-Based Testing: Proposed amendments to Civil Service Commission Rules to implement an expedited examination, selection and appointment process – including referral and certification rules; to provide a permanent civil service eligible list within 60 days from the posting of a job announcement; and, to establish expedited appeal and hearing procedures.

 

 

 

October 3, 2005 :

Directed the Executive Officer, Civil Service Commission to schedule a Special Meeting on the proposed rules for public discussion.

 

 

 

October 14, 2005 :

Post proposed amendments to Civil Service Commission Rules on Position-Based Testing at the Regular Meeting of the Civil Service Commission on Monday, October 17, 2005 .

 

 

 

October 17, 2005 :

Post proposed amendments; incorporate changes made on October 17, 2005 to Civil Service Commission Rules on Position-Based Testing.

 

 

 

December 5, 2005 :

The Commission voted not to disclose any or all discussions held in closed session.

 

 

 

December 19, 2005 :

No action taken.

 

 

 

January 3, 2006 :

Provide a progress report at the January 17, 2006 meeting; No action taken.

 

 

 

January 17, 2006 :

No action taken.

 

 

 

 

January 23, 2006 :

No action taken.

 

 

 

February 6, 2006 :

Continue the matter to February 10, 2006 at a special meeting, with recommended changes to language 1) on merging eligible lists to add an appeal to the Civil Service Commission if the HRD merges eligible lists of different classes; and 2) agreement required to utilize a certification rule beyond the Rule of Three Scores except for classes covered under Rule 113, Article III.

 

 

 

Action:

1) Adopt proposed Rule as amended; 2) Report on the implementation of Position Based Testing and public hearing in six (6) months and semi-annually thereafter; 3) Adopt guidelines on the application of the Rule; Incorporate Guidelines into the process of implementation and include in the administrative procedures.  (Vote of 5 to 0)

 

Statement of Purpose of the Civil Service Commission in taking the action to adopt Position Based Testing:

 

The Position Based Testing Program is established to carry out the Civil Service Commission goal and mission to fill vacancies with the best qualified permanent civil service appointments with the ultimate goal of eliminating the reliance on temporary and provisional appointments.  (Vote of 5 to 0)
