9. Spot Project Requests
– The lifting of the Bike Plan injunction has already resulted in a
large expansion of bicycle treatments throughout the City. While
overall they are working as expected, we have been notified of some
necessary spot projects that would clarify and improve use of the routes
at little cost:
a. 'Bikes allowed full use of lane' on Market St near Buchanan
b. Signage
on the ‘Schrader Valve notifying motorists on Schrader with a more
conspicuous sign than presently; notifying westbound cyclists with path
cross-hatching and signage to route cyclists to the crossing at
Schrader.
c. Consideration
for modification of the ‘No Turn at Red’ sign, with the words, ‘Except
Bikes’ added at the northbound intersection of Laguna Honda, Woodside,
and Dewey Blvd. Bicyclists often wait on the right side of the lane.
If they wait for the green light to turn right, they are in danger of
being ‘right hooked’ by vehicles turning directly into the LH entry
street. Allowing cyclists to turn right on red would help mitigate this
danger.
d. Stockton
Contra-Lane Study – Presently cyclists trying to reach the Stockton
Tunnel from the South and West have no efficient way to legally ride to
the Tunnel. A one block contra-lane from Post to Stockton would allow
cyclists to ride up Powell to Post and ride the one block to the two way
Tunnel.

10. Laguna Honda Bike Lane, Portola to Woodside Northbound
– This section of LH is steep and curvy, over 10% in one section. The
original plan called for a bike lane, but bike lanes can be less safe
than a road with sharrows when: 1) speed differentials are slight or
non-existent, 2) high speed vehicles cause bike lanes to have more
detritus due to weather or other street debris; 3) because of the
possible speed and use of brakes by bikes, cyclists are less able to
swerve and maintain control, especially when road curvature could hide
obstructions and debris; 4) at higher speeds, cyclists require more lane
width for maneuverability. Motorists and even cyclists often are not
aware of exceptions identified in CVC 21208, and may contest a cyclist’s
movement outside of the bike lane in conformance with the exception,
again at a high speed.
