Miguel Gamino is the new Chief Operations Officer for the Department of Technology
Miguel had founded two technology startups before serving as the CIO and Innovation Officer for the City of El Paso for the past three years. Miguel managed a professional technology team of 100+ employees and an annual operating budget of over $18 million. He established the department's project management office, led the department through a Shared Services Program with El Paso County, implemented a $40 million capital program, supported the City’s implementation of Oracle Peoplesoft and expanded the City's free Wi-Fi service. Additionally Miguel oversaw the relocation of the City’s entire technology infrastructure system during the relocation of City Hall in spring 2013 without any major disruption in service. Among many other significant projects, most notably his team designed and implemented a multi-jurisdictional P-25 public safety radio system, standardized the city-wide network and VoIP systems, implemented redundant datacenter facilities and consolidated all IT services and contracts city-wide. Gamino is a CPA who holds a dual major BBA in Accounting and Computer Information Systems from the University of Texas at El Paso and attended the CIO Institute at Heinz College of Public Policy and Information Systems Management at Carnegie Mellon University in Washington DC.
